Study on Promotion and Demotion of Hezhong Prefecture in the Changing Political Situation

安史之乱期间河中镇的设置和升格,基本上着眼于拱卫长安,沟通长安、洛阳之间的联系,此后逐渐向制衡、剿灭叛军转变。代宗、德宗时期的河中镇规格升降,主要围绕中央与朔方势力的博弈开展,唐廷逐渐收回河中镇的控制权,并形成了河中镇为主、晋慈隰镇为辅的格局。宪宗时期对河中镇规格的调整,使河中镇与河东、泽潞、易定等镇一起构成完整的防遏河朔三镇的体系。宪宗朝藩镇格局形成后,河中镇的规格最终稳定下来。藩镇规格的升降在唐帝国内部具有象征意义和现实意义。通过规格的升降,唐廷可以灵活主动地加强对藩镇的控制和影响。以藩镇规格升降为线索,可以为研究中央与藩镇的互动关系、藩镇内部的变动以及藩镇之间的关系提供新的视角。

During the Anshi rebellion,the establishment and upgrading of Hezhong prefecture basically focused on the protection of Chang’an and the connection between Chang’an and Luoyang,and then gradually shifted its focus to the suppression and elimination of rebels.The promotion and demotion of Hezhong Prefecture in periods of emperor Daizong and and Dezong mainly depended on the gaming between the forces of the central government and the north.The Tang government took back the control of Hezhong prefecture and formed a pattern in which Hezhong prefecture played a main role and Jinci prefecture played an auxiliary one.Then the adjustment of the specification of Hezhong prefecture during the period of emperor Xianzong,together with Hedong,Zelu,Yiding and other prefectures formed an integrated system against three prefectures in Heshuo.With the formation of the pattern of military governorship under the reign of emperor Xianzong,the specification of Hezhong prefecture were basically stabilized.The promotion and demotion of the military governorship has symbolic and practical significance for the Tang Empire.Through the promotion and demotion,the Tang Government can flexibly and actively strengthen the control and influence on its military governorship.
