摘要
文章针对干部人事档案工作规范化建设存在与干部队伍建设脱节、意识观念不强、制度难以落实等问题,从生命周期角度思考干部人事档案工作与干部队伍建设的融合、转变观念带动行为上的规范、吉登斯结构化理论与技术的二重性思考利用技术手段辅助制度落实3方面入手,以期解决阻碍或制约干部人事档案工作规范化建设的部分难题,增强规范化建设实效。
In view of the problems of the disconnection between the cadre personnel archives work standardization construction and the cadre team construction,the weak awareness,and the difficulty of implementing the system,this paper puts forward three countermeasures:(1)cadre personnel archives work and cadre team construction should be integrated from the perspective of life cycle;(2)concept should be changed to drive the normalization of behavior;(3)technical means should be adopted to assist the implementation of the system from the perspective of Giddens’theory of structuration and technology duality.It is hoped that these countermeasures can solve some of the problems that hinder or restrict the standardization construction of cadre personnel archives work and enhance the effectiveness of standardized construction.
