新时期政府整体性空间治理的理论与实践——以长沙市工程建设项目审批改革为例

Theory and Practice of Integral Spatial Governance in the New Era:Changsha Construction Project Inspection and Approval Reform

工程建设项目审批改革的实践和理论研究,大多关注利益协调、行政审批流程改革方面,存在一定的片面性。新时代工程建设项目的审批改革,以"多规合一"改革为基础,从部门事权、审批手段和治理主体等方面体现了政府整体性空间治理特征。改革前的长沙项目审批在审批事权、用地管控和审批主体等方面表现出碎片化的特征。自2015年以来,长沙市以"多规合一"改革为契机,以整体性治理策略促进工程建设项目审批实施和管理体系的建设,通过依法完善"多规合一"的顶层设计框架、建立审批流程实施体系、审批平台体系和机制保障体系等措施,在以"多规合一"为基础的整体性空间治理过程中形成具有地方特色的"长沙模式"。

Existing researches on the theory and practice of construction project inspection and approval reform mostly focus on benefit coordination and administrative process.The reform of construction project inspection and approval in the new era is based on multi-planning integration,and exhibits integral spatial governance characters from departmental power,approach,and subjects,in contrast to its fragmentation before the reform.Since 2015,Changsha has taken the opportunity of multi-planning integration to promote integral governance strategy in construction project inspection and approval.With an integral system composed by general framework,process,platform,and insurance mechanism in construction project inspection and approval,Changsha has developed its own model in multi-planning based integral spatial governance.
