国家级新区规划管理的机构设置、问题及建议

Institutional Establishment,Problem,and Suggestions of Planning Management of National Level New Districts

国家级新区是承担国家重大发展和改革开放战略任务的综合功能区。文章针对国家级新区规划管理体制机制缺乏规范、专题研究成果鲜见报道的现实情况,聚焦新区机构设置,展开研究。通过文献收集、座谈交流、实地调研、电话采访及类型比较等方法,较为系统地梳理出全国19个国家级新区规划管理的复杂现状,辨识出规划管理面临管理机构各自为政、管理实施难以协调和管理活动低效乏力等问题。在此基础上,综合相关国家级新区实践成果,提出创新管理体制、优化运行机制和强化协调管理三大优化建议,希望为新时期国家级新区重点领域改革创新及规划治理现代化提供参考。

The national new districts are the comprehensive functional areas which undertake the strategic task of national development and reform and opening up.The paper focuses on the institutional establishment of national level new districts in view of their unregulated planning management and rare report of research results.Through literature review,discussion and exchange,field research,telephone interview and type comparison,the stauts quo of 19 national level new districts are studied and their problems concluded:divided departments,separated and low efficient management etc.The paper puts forwards three optimization suggestions:innovation of management system,optimization of operation mechanism,and strengthening coordination management.It hopes to provide reference to the innovation of major fields and the modernization of planning management for national level new districts.
