国土空间总体规划中的用途留白策略探讨——以广州增城区为例

Reserved Use Strategy in National Land and Space Master Plan:Zengcheng Case

当前,我国的国土空间规划改革提出统一国土空间用途管制,并提高管制水平与效能的要求,以实现可持续发展和生态文明建设。在此背景下,文章结合用途管制的演变与发展趋势,从克制发展视角出发,提出国土空间规划中的用途留白思路,构建"功能分区—控制单元—土地用途"的分层机制,进行战略留白、底线留白与路径留白探索。最后,结合广州市增城区国土空间规划实践进行分析,提出具有操作性的政策建议,以期为大城市外围地区国土空间总体规划编制提供有益借鉴。

At present,national land use and space plan reform puts forwards unified use control and improving control efficacy requirements for sustainable development and ecological civilization construction.The paper studies the evolution and trend of use control,proposes"reserved use"concept in national land use and space planning from limited development viewpoint,establishes a"functional zoning,control unit,land use"hierarchical mechanism,makes strategic reserved use,bottom line reserved use,and path reserved use.With Zengcheng district land and space planning practice,the paper puts forwards feasible policy suggestions for metropolitan peripheral region land and space master plan.
