安全操作规程是减少事故发生的重要手段之一,为了制订有效的安全操作规程,基于风险管理科学原理,以某企业的人工检尺作业为例,应用HAZOP分析方法仔细查找企业生产运行过程中人员操作行为与操作意图的偏差,分析偏差可能带来的风险,得出的危险源辨识信息,通过对企业原有操作规程有效性的评价,对企业现有操作规程提出改进意见,然后基于危险源辨识、风险评价信息表制订安全操作规程。

Safe operation procedure is one of the important methods to reduce accidents.To formulate effective safe operating procedure,based on the scientific principles of risk management,taking an enterprise's manual scale operation as an example,HAZOP analysis method is applied to carefully find out the deviation between personnel's operation behavior and operation intention in the production and operation process of the enterprise,analyze the risks possibly brought by the deviation,obtain hazard identification information,propose improvement opinions on the existing operation procedure of the enterprise through the evaluation of the effectiveness of the original standrad operation procedure of the enterprise,and then formulate safety operation procedure based on hazard identification and risk assessment information table.
