摘要
如何以环境规制手段处理好经济发展与环境治理协调关系已经是亟需解决的现实问题。文章首先从起步发展、加速完善和全面深化三个阶段梳理了环境规制政策的演变情况,然后基于工业绿色转型的内涵,从直接影响和间接影响两个角度探讨了环境规制对中国工业绿色转型的作用机理。
How to handle the coordination relationship between economic development and environmental governance by means of environmental regulation has become a practical problem that needs to be solved urgently.This paper firstly sorts out the evolution of environmental regulation policies from the three stages of starting development,accelerating improvement and comprehensively deepening.Then,based on the connotation of industrial green transformation,this paper discusses the impact of environmental regulation on China's industrial green transformation from the perspectives of direct impact and indirect impact.
