基于秩和比法综合评价河南省护理人力资源配置现状 被引量:4

A comprehensive evaluation of nursing human resources allocation in Henan Province based on rank sum ratio method

摘要 目的分析2018年河南省护理人力资源配置状况并提出相关政策建议。方法运用秩和比对2018年河南省18个地市每千人口护士数、注册护士占卫生技术人员比例、医护比、床护比4项指标进行综合评价。结果 2018年河南省每千人口护士数为2.74人,护士占卫生技术人员比例为0.42,两个指标仅有郑州市与洛阳市高于同期全国平均水平;医护比为1∶1.12,仅有郑州市高于同期全国平均水平;床护比为1∶0.43,仅有郑州市与济源市高于同期全国平均水平。每千人口护士数指标变异系数最大:31.64%。全省护理人力资源配置可分为四档:郑州等3个地市处于一档;平顶山等6个地市处于二档;濮阳等6个地市处于三档;商丘等3个地市处于四档。结论河南省护理人力资源仍存在资源总量不足及配置比例失调问题;每千人口护士数配置差异性显著;护理人力资源配置呈现以郑州等中心城市为中心,向周边地市辐射的独特地理分布特征。 Objective To analyze the status quo of nursing human resources allocation in Henan Province in 2018 and to put forward related policy proposals. Methods The rank sum ratio was used to comprehensively evaluate the four indicators including the number of nurses per thousand population, the ratio of registered nurses to health technicians, the ratio of nurses to doctors, and the ratio of bed to nurse in 18 cities of Henan Province in 2018. Results In 2018, the number of nurses per thousand population in Henan Province was 2.74 and the ratio of nurses to health technicians was 0.42, and only those in Zhengzhou City and Luoyang City were higher than the national average over the same period. The ratio of nurses to doctors was 1: 1.12, and only that in Zhengzhou City was higher than the national average over the same period. The ratio of bed to nurse was 1: 0.43, and only that in Zhengzhou City and Jiyuan City was higher than the national average over the same period. The coefficient of variation in the number of nurses per thousand population was the highest, 31.64%. The allocation of nursing human resources in Henan Province could be classified into four levels: three cities including Zhengzhou City were in the first level, six cities including Pingdingshan City were in the second level, six cities including Puyang City were in the third level, and three cities including Shangqiu City were in the four level. Conclusions There are still problems of inadequate total resources and disproportionate allocation of nursing human resources in Henan Province. There is a great difference in the number of nurses per thousand population. The allocation of nursing human resources presents a unique characteristic of geographical distribution with the central cities such as Zhengzhou as the center and the surrounding cities as the radial areas.
