Security is one of the important contents of the people’s needs for a better life.Meeting the People’s need for a better life is intrinsically related to the government’s risk governance.People’s security needs for a better life should be based on the government’s effective governance of social risks,covering three dimensions of theory,structure and reality.The classical politics reveals that the security needs are the basic conditions for the state building,and the provision of public security products has become a basic function of the government.The overall concept of national security in the new era has formed a systematic expression of the security needs of the people for a better life in terms of subject,content and conditions.The diversification,structure and chain of social risks,as well as the the imperfection of government risk emergency mechanism,are the objective reality of people’s security needs for a better life.Based on the risk society,the government should start from all-round and multi-level aspects,such as overall safety thinking,multi-center governance mechanism,stable economic growth,and technology update and embedding,so as to improve the risk governance ability and meet the people’s security needs for a better life.
