摘要
辽宁清原抽水蓄能电站为EPC管理模式试点项目,施工过程中危险因素多且较难以预测,业主单位的应急管理能力面临挑战。虽然业主单位和EPC总承包单位都分别建立了应急体系,但却存在一些问题。例如,在各自的应急组织体系中没有对方人员参与;业主单位未实现对整个工程项目现场应急物资和装备的统一管理和调度;各自编制的应急预案之间关联性低、协同性差,不利于统一应急;双方突发事件的分级标准不一致,易造成紧急情况时的响应级别不一致。总之,未形成针对整个项目的应急机制,不利于应急管理的高效、统一。应该建立基于业主单位主体责任的EPC项目整体应急机制,调整应急组织机构,由业主单位制定统一的应急物资及装备管理制度,组织各参建单位共同制定针对整个项目的综合应急预案和专项应急预案,确定统一的突发事件分级标准和应急响应等级。
Qingyuan Pumped Storage Power Station in Liaoning province is a pilot project of EPC management mode.During construction,there are many risk factors which are difficult to predict,so the owner faces challenges in its emergency management ability.Although both the owner and the EPC contractor established the emergency systems respectively,there were still some problems.For example,no personnel from the other party was involved in the emergency organization system of one party,the unified management and scheduling of emergency material and equipment on the whole project site was not achieved by the owner,the poor correlation and coordination between the emergency plans developed by the two parties was not conducive to the unified emergency response,and the inconsistent classification standards between the two parties for emergencies easily led to inconsistent response levels in case of emergency.In short,the failure to form an emergency mechanism for the whole project is detrimental to the efficiency and unity of emergency management.An overall emergency response mechanism for EPC project should be established based on the main body re-sponsibility of the owner,the emergency organization should be adjusted,a unified emergency material and equipment management system should be developed by the owner,all the contractors should be organized to jointly develop comprehensive emergency plans and special emergency plans for the whole project,and unified emergency classification standard and emergency response level should be established.
