In July 2019,Germany announced a new round of excellence strategy to be selected into the list of"elite universities",thus starting a new round of excellence university construction in Germany.From the plan of excellence to the strategy of excellence,Germany takes sustainable development as the core to fund German universities and scientific research and build a German Research Center.This paper compares the content of excellence plan and strategy,funding cycle and funding amount,and analyzes the concept and strategic objectives of the construction of excellence university in Germany.
