当代中国的国际理念:融入“世界”,抑或重启“天下”?

The International Concept of Contemporary China:To Integrate into the World or to Restart the“World”?

随着中国国内生产总值的迅速增长,中国需要建构与自身发展状态相适应的国家与国际理念。在国际理念方面,中国究竟是融入现代化初始阶段由西方国家奠立的现行“世界”(国家/国际)体系,还是重启古代帝国时期系统建立起来的“天下”制度,已经不是一个单纯理论探讨的问题,而是一个面对现实的行动选择问题。对中国来讲,融入“世界”始终存在巨大的心理障碍。这个“世界”不仅非中国人自创,而且是曾经凌辱今日世界大多数国家的帝国主义创制的。因此,必须以“天下”取而代之。但试图激活传统的“天下”理念,一者中国传统所示缺陷不少,二者国际社会的接受度很低。以此,中国需要在融入国际社会这个“世界”的同时,寻求以“天下”理念改进现行国际秩序。

With the rapid growth of China's GDP,China needs to form national and international concepts that are suitable for its own development.In terms of international concepts,whether China should integrate into the current“world”(national/international)system established by western countries in the initial stage of modernization or restart the“world”institution systematically established during the ancient imperial period of time is not a purely theoretical issue,but a choice of action regarding to the reality.For China,there are always huge psychological obstacles in its integration into“the world”,which was not created by the Chinese themselves,but by the imperialists who once insulted most of the countries in the world today.Therefore,it seems that“the world”has to be replaced with“Tianxia”.However,trying to activate the traditional idea of“Tianxia”will not be easy.For one thing,it had shown quite a few defects according to Chinese tradition.For another,the idea has not been widely accepted by international society.Therefore,China needs to integrate into the“world”,the international community and seek to improve the current international order with the concept of“Tianxia”.
