新型城镇化视域下基层政府的生态责任研究

The Grass-roots Government’s Ecological Responsibility in the Perspective of New Urbanization

随着以人为核心的新型城镇化概念的提出,我国越来越重视城镇化进程中的生态文明建设。基层政府主动履行生态责任对于解决环境污染、保护生态环境、预防生态破坏具有重要的意义。尽管一些城镇开始重视环境保护,但是仍存在对生态责任内涵理解不全面、完善基础设施条件不充足、监督体系不完善等问题。对此,基层政府需要强化认识、创造条件、重视城镇规划、完善监督问责制度等,使其更好地履行生态责任,最终实现城镇经济与自然的协调发展,促进人与自然和谐相处。

With the concept of human-oriented new urbanization put forward,our country pays more and more attention to the construction of ecological civilization in the process of urbanization.Grassroots government actively fulfill their ecological responsibilities,which is of great significance to solve environmental pollution,protect the ecological environment and prevent ecological damage.Although some cities and towns begin to attach importance to environmental protection,there are still some problems,such as the incomplete understanding of the connotation of ecological responsibility,inadequate conditions for improving infrastructure,and imperfect supervision system.Therefore,grass-roots governments need to strengthen understanding,create conditions,attach importance to urban planning,and improve the system of supervision and accountability,so as to better fulfill their ecological responsibilities,and ultimately achieve the coordinated development of urban economy and nature,and promote harmonious coexistence between man and nature.
