摘要 为改善工程建设的安全性和稳定性,提升工程安全管控水平,基于韧性理论和安全系统理论,提出工程安全韧性指在事故发生前—发生中—发生后的各阶段,由人、物、信息组成的复杂工程系统在外界环境扰动下,具有的感知、预测、响应、恢复和学习的能力。基于此,从组织韧性、人员韧性以及物质技术韧性塑造工程安全管控韧性模型,并对其进行扼要阐述;其次,通过问卷调研及因子分析,验证模型的合理性并得到工程安全管控的关键影响因素。因子分析结果表明,应在事故发展全过程,通过信息管理、物质技术管理、组织管理、人员管理,全面提升工程安全韧性,其中信息管理对于工程安全韧性的影响最大。 In order to improve the safety and stability of engineering construction and enhance the level of engineering safety management and control,based on the theory of resilience and safety system,this paper puts forward that engineering safety resilience refers to the ability of perception,prediction,response,recovery and learning of complex engineering system composed of people,materials and information in various external stages before,during and after the accident.On this basis,the model of engineering safety management and control resilience is established from the aspects of organization resilience,personnel resilience and material technology resilience,and it is briefly described.Then,through questionnaire survey and factor analysis,the rationality of the model is verified and the key influencing factors of engineering safety control are obtained.The result of factor analysis shows that the safety resilience of engineering should be improved through information management,material technology management,organization management and personnel management in the whole process of accident development,among which information management has the greatest impact on engineering safety resilience.
