Development Ideas and Key Tasks of China's Healthcare Security System During the 14^th Five-Year Plan

经过20多年的探索特别是“十三五”期间奠定的基础,“十四五”应是中国特色医疗保障制度从长期试验性改革状态走向基本成熟的关键时期。但现行制度存在的缺陷及面临的诸多挑战决定了要实现这一目标并非易事,亟待确立理念清晰、目标明确、举措妥当的发展思路。全面优化现行制度安排,抓住重点领域与关键环节着力推进改革深化,同时健全医疗保障法律法规,将是“十四五”时期应当完成的繁重任务。

After more than 20 years of exploration,especially the foundation laid in the period of the 13th Five-Year Plan,the period of the 14th Five-Year Plan will be the crucial stage when the healthcare security system with Chinese characteristics shifts from long-term tentative reform to basic maturity.However,given the drawbacks of the current system and various challenges at present,it is not easy to achieve this goal.It is urgent to establish the development ideas with clarified concepts,clear objectives and appropriate measures.And the heavy tasks that should be accomplished during the 14th Five-Year Plan include comprehensively speeding up the optimization of the current system,focusing on key areas and links to deepen the reform,and accelerating the improvement of healthcare security laws and regulations.
