基于动态空间模型的横向财政差异与产业结构调整

The Horizontal Financial Difference and Industrial Structure Adjustment Based on Dynamic Spatial Model

横向财政差异的存在导致地方政府在要素供需上的反应不同,地方政府在发展地区经济时对创新要素的需求下降,影响整体产业结构调整的步伐。由于我国各地区之间市场化水平差异较大,在市场化水平较高的地区,财政行为波动对产业结构升级的负面影响能在一定程度上被削弱。选用2005-2017年我国30个省市的面板数据建立横向财政差异与产业结构调整的动态空间模型,实证结果显示:横向财政差异的存在对产业结构朝向合理化和高级化方向调整具有阻滞作用。

The existence of horizontal financial differences leads to different responses of local governments to the supply and demand of factors,which makes the demand of local governments for innovative factors decrease while developing regional economy and affects the pace of overall industrial structure adjustment.Due to the great difference in the level of marketization among regions in China,the negative impact of the fluctuation of financial behavior on the upgrading of industrial structure can be weakened to a certain extent in regions with high level of marketization.This paper selects panel data of 30 provinces and cities in China from 2005 to 2017 to establish a dynamic spatial model of horizontal fiscal differences and industrial structure adjustment.The empirical results show that the existence of horizontal fiscal differences has a blocking effect on the adjustment of industrial structure towards rationalization and upgrading.
