“双高”背景下行业职业教育指导委员会对于高职院校专业群建设作用研究

The Role of National Teaching Instruction Committee of Vocational Education for Speciality Group Construction at Vocational Colleges——in the Background of“Two-high-quality”Plan

随着一系列职业教育政策文件的出台,专业群建设由实践探索步入顶层设计阶段,并成为高职院校体制机制改革与发展的主要着力点。“双高”建设背景下,高职院校专业建设正在由基于岗位的“专业”转向基于行业岗位的“专业群”建设。但是,目前高职院校专业群建设还存在目标导向不强、缺乏行业统筹指导、无标准范式可循、缺乏第三方有效监管等问题。行业指导委员会作为行业职业教育专家型组织,是高职院校专业群高质量建设的后方力量,具备“研究、咨询、指导、服务”的四大职能,本文就四大职能进行深入阐述,以便更好地发挥行指委在推进高职院校专业群建设中的促进作用,更好地提升复合型技术技能人才的培养质量。

With the introduction of a series of policies on vocational education,the construction of speciality groups at vocational colleges has stepped onto the stage of top-level design and become the focus of system reform and development.The former speciality construction based on general job demands has turned to the present"specialty group"construction based on post demands of specific industries.However,there are still some problems such as unclear target orientation,lack of overall industrial guidance,lack of standards or paradigms to follow and lack of effective supervision from a third-party.National Instruction Committee of Vocational Education,as an expert organization in vocational education,works as the rear force of vocational colleges.Its functions covers research,consultation,guidance and service.This paper gives an in-depth elaboration on the four functions,emphasizing the guiding role of the committee in promoting speciality group construction at vocational colleges and improving the training of inter-disciplinary skilled talents.
