京津沪三地院前急救服务运行情况对比研究

Study on the operation of emergency medical service in Beijing,Tianjin and Shanghai

目的调查了解北京、天津和上海三地院前医疗急救服务运行情况,为北京院前急救改革和成本核算提供科学依据。方法采用整群抽样的方法,选取3家院前急救机构服务运行和财务数据资料,对相关数据进行分析。结果三地财政投入占比分别为83.0%、73.5%和89.8%,院前急救人员配置比例与成本以上海最低,运行效果上海最高(P<0.05)。结论北京市院前急救服务还需进一步提高运行效率,提升院前急救服务能力。

Objective To investigate and understand the operation of emergency medical service in Beijing,Tianjin and Shanghai to provide scientific basis for the reform and cost accounting of emergency medical service in Beijing.Methods The operation data and financial data of three institutions of emergency medical service were selected using cluster sampling and were analyzed.Results The proportion of financial investment in the three cities was 83.0%,73.5%and 89.8%respectively.The proportion and cost of emergency medical service staffing was the lowest in Shanghai,and the operation effect was the best in Shanghai too(P<0.05).Conclusions The operating ability of emergency medical service in Beijing should be enhanced.
