Research and Prospect of the Development Process of Chinese Government Data Governance:An Analysis Based on National Level

从国家层面研究中国政府数据治理的行动进展,从而探索构建完善的政府数据治理体系。采用文献调查法和网络调查法分析梳理中国政府数据治理在主体、制度和平台方面的实践进展,分析其不足和原因,提出我国政府数据治理实践的优化方向:深化数据治理认知以建立系统的认知框架、构建适于数据治理规则体系的有效方法。

Based on the study on the progress of China’s government data governance at the national level,the paper explores and builds a sound government data governance system.The paper sorts out the practical progress of Chinese government data governance in terms of subjects,systems and platforms by adopting the literature survey and Web survey.Then it analyzes deficiencies and reasons.Finally it proposes the optimization direction of Chinese government data governance practices:to deepen the data governance cognition to establish a systematic cognitive framework and construct an effective method suitable for the rule and system of data governance.
