湖北省不同模式医养结合机构的服务效率评价

Evaluation on Service Efficiency of the Different Modes of Medical Treatment and Care Integration Institutions in Hubei Province

目的:构建医养结合机构服务效率评价指标,评价不同模式医养结合机构服务效率,为后续制订相关政策提供依据。方法:应用自行设计的调查问卷,按不同模式采用分层抽样方法抽取湖北省30家医养结合机构,运用数据包络分析模型测算效率值并进行比较。结果:3种类型的医养结合机构中,医中设养模式技术效率最高(t=5.238,P<0.001;t=3.747,P<0.001),规模效率最低(t=2.678,P=0.015;t=3.156,P=0.005)。同时,医中设养模式综合效率最高,与养中设医模式相比差异有统计学意义(t=2.477,P=0.023)。结论:医中设养模式需要扩大规模,养中设医模式需要提高医疗保健服务比重,医养合作模式需要强化治理。

Objective:To establish the evaluation index of service efficiency of integration of medical treatment and care institutions,to evaluate the service efficiency of different modes of integration of medical treatment and care institutions,so as to provide a basis for the subsequent formulation of relevant policies.Methods:By stratified sampling in accordance with different types,30 medical treatment and care integration institutions were selected and investigated based on self-designed questionnaires.Data Envelopment analysis model was used to calculate and compare the service efficiency.Results:Among three types of medical treatment and care integration institutions,the technical efficiency of the care in medical treatment mode was the most efficient one(t=5.238,P<0.001;t=3.747,P<0.001),and the scale efficiency was the lowest(t=2.678,P=0.015;t=3.156,P=0.005).At the meantime,the comprehensive efficiency of the care in medical treatment mode was the highest,and the difference was significant(t=2.477,P=0.023)compared with medical treatment in care mode.Conclusion:It is suggested that care in medical treatment mode should expend the institution scale,and medical treatment in care mode should promote medical care,and integration of medical treatment and care mode should strengthen collaborative governance.
