On U.S.s New Strategy for Latin America:the“Growth in the Americas”Initiative

2019年12月,美国官方正式推出了“美洲增长”倡议,目标是推动私营部门对拉丁美洲和加勒比地区能源和基础设施的投资,促进创造就业和启动经济增长。倡议的主要内容包括发挥私营部门作用、与拉美国家建立伙伴关系、美国政府机构整体参与实施倡议等内容。美洲开发银行还提出了“美洲增长”倡议的主要行动计划和42项政策建议。“美洲增长”倡议有与中国的“一带一路”倡议展开竞争、制衡中国在拉美日益增长的影响力,进一步增强对拉美各国的影响与控制以及支持拉美地区右翼政府打击左翼政府等战略意图。

The United States officially launched the“Growth in the Americas”Initiative in December 2019,which aims to catalyze private sector investment in energy and infrastructure in Latin America and the Caribbean and promote job creation and kick-start economic growth.Key elements of the initiative include the role of the private sector,partnerships with Latin American countries,and the overall involvement of United States government agencies.The Inter-American Development Bank has also produced a major action plan and 42 policy recommendations for the initiative.The“Growth in the Americas”Initiative has strategic intentions to compete with China s Belt and Road initiative,to counterbalance China s growing influence in Latin America,to strengthen influence and control over Latin American countries furtherly,and to support right-wing governments and fight against left-wing governments in Latin America.
