乡村振兴进程中构建大学生返乡创业链式政策体系研究

Research on the Construction of the Chain Policy System for College Students Returning to Hometown to Start a Business under the Rural Revitalization Strategy

在运用相关理论分析大学生返乡创业驱动力,影响大学生返乡创业意愿和行为的要素以及增强政策针对性与衔接性对大学生返乡创业的重要性及必要性基础上,提出以乡村振兴战略目标为导向,在大学生返乡创业全过程构建并完善由奖励鼓励类政策、扶助扶持类政策和后续保障类政策等三大类别及十二项具体政策点构成,从激励、引导、保障等层面为大学生返乡创业提供全过程支持的链式衔接政策体系。同时提出,为保证有效实施、推进政策体系,需要在建立健全学籍保留制度、增加创业课程培训教育、提供定向金融支持、运用补贴政策降低经营风险、物质与精神相结合的奖励制度以及强化后续保障措施等方面构筑具体实施策略。

Based on the related theories,this paper makes an analysis of the driving force of college students to return to their hometowns to start their own businesses,the factors that influence their willingness and behavior to return to their hometowns,and the importance and necessity of enhancing policy pertinence and cohesion for college students returning to their hometowns.Then,it proposes the construction and perfection of a chain policy system that provides full-process support for college students returning to their hometowns to start a business.This chain policy system is oriented by the strategic goal of rural revitalization and consists of twelve specific policy points of incentives,guidance,and guarantees categories.At the same time,to ensure the effective implementation and promotion of the policy system,some specific strategies are put forward,including establishing and improving the student retention system,adding up entrepreneurship education,providing targeted financial support,using subsidy policies to reduce business risks,building the reward system that combines material and spirit,and strengthening follow-up guarantees measures.
