北方地区天然气取暖进展及展望

Progress and Prospect of Natural Gas Heating in Northern China

本文通过分析天然气取暖现状、存在问题和保障措施,提出今后天然气取暖的发展趋势及相关建议,明确指出天然气取暖已成为清洁取暖的重要组成部分,2017—2019年天然气取暖面积逐年提高,国家相关部委陆续出台政策,从气源保障、基础设施建设、惠民补贴等多方面支持推动天然气取暖方案的实施。三大石油公司(中国石油、中国石化、中国海油)作为气源的坚强后盾,气源保供能力持续提升。与此同时,也存在储气调峰设施总体建设进度滞后,“以气定改”在部分省份衔接不到位,天然气取暖发展对补贴依赖程度较高等问题阻碍天然气取暖的发展。今后仍要坚持天然气取暖为主流,宣传天然气取暖的内涵和意义,提高天然气取暖的经济性。

The area covered by natural gas heating increased year by year from 2017 to 2019.However,obstacles such as delayed overall construction of gas storage and peak shaving facilities,capacity of gas supply in some provinces,and high reliance on subsidies hindered further development of natural gas heating.The relevant ministries issued policies such as gas source security,infrastructure construction,and subsidies to support the implementation of natural gas heating program.With three major oil companies(China Petroleum,Sinopec,CNOOC)as the providers of natural gas,gas supply capacity continued to improve.In the future,natural gas heating should continue to be the dominant method of heating,while promote the significance of natural gas heating and improve its economic value.
