社会治理共同体何以可能:跨部门协同机制的意义与建构

How is Social Governance Community Possible:Practical Significance and Construction of the Across-department Collaboration Mechanism

社会治理共同体概念的提出是党和国家对有关社会治理思想的进一步创新和升华。现有研究更多的是对其基本理论内涵与意义开展探究,忽略了“如何建设”的关键命题。针对社会治理共同体的多元特性,可以发现发展和完善多元主体间的跨部门协同机制,对于实现“人人有责、人人尽责、人人享有”的社会治理共同体具有重要意义。通过“结构-程序”分析框架,从结构性机制和程序性机制两方面对社会治理共同体中的跨部门协同机制进行深入分析,以揭示其独特的运行机理。基于此,进一步提出跨部门协同机制建构路径,以加快推进社会治理共同体建设。

The CPC and the Chinese government put forward the concept of“Social Governance Community”which is a further innovation and sublimation to social governance ideas.However,researches nowadays focus more on what is it—the basic theoretical connotation,overlooking“how to build it”—its key proposition.To the pluralistic characteristics of social governance community,people can discover,develop and ameliorate the across-department collaborationmechanism of multi-subjects,which is of crucial significance to the realization of“everyone is responsible,everyone is accountable and everyone is entitled.”This paper employs the analytical frame of“structure-process”,sequentially making a thorough analysis to the across-department collaboration mechanism in social governance community from the aspect of structural mechanism and proceduralmechanism.On this condition,the methods to pave the way for the across-department collaboration mechanism can be put forward,promoting the building of social governance community.
