党的十九大报告首次提出了实施乡村振兴战略的重大决策,将其作为贯彻新发展理念和新时代建设现代化经济体系的基本方略。乡村振兴战略五大总体要求为“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”。“五大要求”分别对应“产业、生态、文化、组织和人才”等多方面的振兴,是紧密衔接、缺一不可的整体布局和实施路径。鉴于此,深刻分析乡村振兴五大总体要求的内在意蕴及联系,这对于理解作为国家宏观顶层设计的乡村振兴具有重要的现实意义。研究表明,乡村振兴战略的五大要求为产业兴旺是基础、生态宜居是条件、乡风文明是灵魂、治理有效是保障、生活富裕是目标。落实五大要求,践行实施路径,扎实推进乡村振兴,是实现新时代中国乡村向现代化发展的必然选择。

The report of the 19th National Congress of the Communist Party of China put forward for the first time the important decision of implementing the strategy of Rural Revitalization as the basic strategy of implementing the new development concept and building a modern economic system in the new era.The five general requirements of Rural Revitalization Strategy are“industrial prosperity,ecological livability,rural civilization,effective governance and rich life”.The“five requirements”respectively correspond to the revitalization of“industry,ecology,culture,organization and talents”.They are closely connected and indispensable to overall layout and implementation path.In view of this,it is of great practical significance to deeply analyze the internal implication and connection of the five general requirements of rural revitalization,which is of great practical significance for understanding the Rural Revitalization Strategy as a national macro top-level design.Studies have shows that the five major requirements of Rural Revitalization Strategy are:industrial prosperity is the foundation,ecological livability is the condition,rural civilization is the soul,effective governance is the guarantee and living well-off is the goal.It is an inevitable choice for China's rural modernization in the new era to implement the five requirements,practice the implementation path and promote the Rural Revitalization.
