乡村基层治理法治教育的困境与思考

Dilemma and Thoughts on Rule of Law Education in Rural Grassroots Governance

党的十九届四中全会明确要求坚持和完善中国特色社会主义法治体系,提高党依法治国、依法执政能力,实现国家治理体系和治理能力现代化。因此,需要从基层工作着手,全面加快基层治理的法治化进程。从乡村基层法治教育的角度研究和梳理乡村法治教育存在的问题,强化法治教育的必要性和重要作用,充实法治教育内容,贴近受教育对象;以多种形式开展法治教育,提高教育效果;拓展法治教育渠道,搭建各类教育平台;培养法治教育队伍,形成工作机制;构建乡村法治教育长效工作格局等工作思路对摆脱乡村基层治理法治教育的困境具有积极的现实意义。

The Fourth Plenary Session of the 19th CPC Central Committee clearly requires adhering to and improving the socialist rule of law system with Chinese characteristics,improving the party’s ability to govern the country according to law,and realizing the modernization of the national governance system and governance capacity.Therefore,it is necessary to start from grass-roots work and accelerate the process of legalization of grass-roots governance in an all-round way.This paper studies the problems existing in rural legal education from the perspective of rural grassroots legal education,stresses the necessity and important role of legal education,and puts forward the ideas of enriching legal education and getting close to the object of education,carrying out rule of law education in various forms to improve the educational effect,expanding legal education channels and building various educational platforms,training the legal education team and forming a working mechanism,and constructing a long-term working pattern of rural legal education that has positive practical significance for resolving the dilemma of rural grassroots governance of legal education.
