近年来,为应对大国竞争,美国军方频频探讨将电磁频谱确定为独立作战域,且其提出的电磁频谱战及相关新概念、新理念将给军事电磁频谱领域、未来作战样式乃至战争形态带来巨大影响。本文系统梳理了美军电磁频谱战发展的背景,从战略规划、武器装备发展和实战演训三个维度剖析了美军推动电磁频谱战能力发展的具体举措,提出美军是基于深刻考虑、依托其军事技术优势、有计划地、系统地推动电磁频谱战发展,并针对性地提出我军电子战发展的对策建议,以期把握电磁频谱战的发展现状与趋势,为国内电子对抗相关政策机制、组织机构、技术装备、手段建设等的发展提供依据和参考。

In recent years,the US army has frequently discussed the determination of the electromagnetic spectrum as an independent combat domain,and the related new concepts and concepts electromagnetic spectrum warfare will have a huge impact on the future combat mode and war form. This paper systematically reviews the background of the US army’s development of the electromagnetic spectrum warfare,analyzes the series of measures taken by the US,and expounds several understandings,in order to grasp the current situation and trend of the development.
