广东省精准医疗创新平台建设项目评价指标体系研究

Research on the evaluation index system for the construction of guangdong precision medical innovation platform

目的委托编写广东省精准医疗创新平台建设项目评价指标,为建设医疗卫生高地、科学评价精准医疗创新平台提供技术支撑。方法通过解读政策法规、文献查阅、结合实际需求等,拟定评价指标初稿,其中一级指标5个、二级指标25个、三级指标49个;同时采用改良Delphi法经两轮函审、1次会审征询专家意见,对评价指标初稿进行了修订和完善。结果两轮专家的积极程度均为100%,权威系数为0.79~1,协调系数均值均小于0.05,通过筛选完成了精准医疗创新平台建设项目评价指标体系,包括一级指标6个、二级指标23个。结论建立符合广东特色的精准创新平台评价指标体系,用该指标体系遵循科学、严谨、客观、公正等原则,完成了广东省精准医疗创新平台建设项目的评价,被省卫健委采纳并颁布实施。

Objective This research aimed to compileevaluation index system for the construction of Guangdong Precision Medical Innovation Platform,which will provide technical support for the building of medical and health highland.Methods Byinterpretation of policies and regulations,literature reviewand actual needs,the first draft of evaluation indicators were prepared,which included 5 first-level indicators,25 second-level indicatorsand 49 third-level indicators.Meanwhile,the modified Delphi method was used for two rounds of letter review.In addition,the revised and improved draft were meeting reviewed and consulted by experts.Results There was no statistical difference in the basic conditions of the two rounds of experts in terms of academic qualifications,working years and majors.The enthusiasm of the experts is 100%,the authoritative coefficient is 0.79-1,and the mean value of the coordination coefficient is less than 0.05.Through the screening,the evaluation index system for the construction of Guangdong Precision Medical Innovation Platform was completed,which included6 first-level indicators and 23 second-level indicators.Conclusion The evaluation index system is conformed tothe construction of Guangdong Precision Medical Innovation Platform with Guangdong characteristics.Such a system follows the principles of science,rigor,objectivity,and fairness.It was adopted and promulgated by the provincial health committee.
