摘要
根据2001-2018年长三角3省1市经费指数、R&D投入强度、资源指数、技术市场成交额及产出指数的数据,运用动态不平衡原理,对长三角区域内各省、各省会城市及各地级城市的科技金融发展不平衡情况进行了测度,采用空间计量模型分析了区域科技金融发展不平衡的影响因素。研究表明:上海市科技金融发展水平最优,江苏、浙江次之,安徽最低;省会城市不平衡现象的加剧直接造成长三角区域的严重不平衡;经济发展水平、居民受教育程度及城镇化率等均可导致该区域科技金融发展不平衡。应加快落后地区城镇化建设,促进长三角区域科技金融资源的均匀分布,以缩小长三角区域的科技金融发展不平衡程度。
According to the data of the funding index,R&D input intensity,resource index,technology market turnover and output index of the three provinces and one city in the Yangtze River Delta from 2001 to 2018,and with the principle of dynamic imbalance,this article measures the unbalanced development of science and technology finance in various provinces,capital cities and prefecture-level cities in the Yangtze River Delta region.It also uses a spatial econometric model to analyze the influencing factors of the unbalanced development of regional technology and finance.The research shows that Shanghai has the best development level of science and technology finance,followed by the Jiangsu,Zhejiang and Anhui;the aggravation of the imbalance in provincial capitals directly causes the serious imbalance in the Yangtze River Delta region;the level of economic development and residents'education and the urbanization rate can lead to the unbalanced development of science,technology and finance in this region.It believes that the urbanization of backward areas should be accelerated,and the even distribution of scientific and technological financial resources in the Yangtze River Delta region should be promoted in order to reduce the degree of unbalanced development.
