摘要
教育政务数据开放共享是实现教育治理体系与能力现代化的重要途径。该文在梳理数据开放共享研究现状的基础上,阐释了教育政务数据开放共享的多维价值与基本原则。随后,构建教育政务数据开放共享体系的基本框架,包含三项核心要素(教育政务数据、利益相关者、教育政务数据开放共享平台)、两类影响因子(动力因子、阻力因子)以及三套关键机制(保障机制、运行机制、监管机制)。最后,提出教育政务数据开放共享的五条实施建议:构建教育政务数据开放共享的政策体系,解决教育政务数据开放共享的实践问题,完善教育政务数据开放共享的管理机制,创新教育政务开放数据的应用模式,开展教育政务数据开放共享的绩效评估,期望能为我国教育政务数据的开放共享提供参考。
The opening and sharing of educational government data is an important way to realize the modernization of educational governance system and capability.On the basis of combing the status quo of data opening and sharing research,this paper explains the core values and basic principles of data opening and sharing.Then,the basic framework of the opening and sharing system of educational government data is constructed,which contains three core elements(educational government data,stakeholders,data opening platform),two kinds of influencing factors(power factor,resistance factor),and three key mechanisms(safeguard mechanism,operation mechanism,regulatory mechanism).Finally,five implementation suggestions for the opening and sharing of educational government data are put forward,including constructing the policy system of open sharing of educational government data,solving the problem of opening and sharing practice of educational government data,improving the management mechanism of educational government data opening and sharing,innovating the application mode of educational government open data and carrying out the evaluation of the open sharing of educational government data,to provide a reference for the open sharing of education government data in China.
