我国扩大内需的政策演进、战略价值与改革突破口

Policy Evolution,Strategic Value and Reform Breakthrough of Expanding Domestic Demand in China

当前我国经济正处于全面进入内需驱动型发展阶段的关键时期。我国跨越“中等收入陷阱”的唯一路径,在于牢牢依靠自身内需市场规模持续扩张和消费持续升级换代形成的内生型经济增长动力机制。在我国经济全面转向内需驱动型发展模式的进程中,不可避免地面临一系列体制机制障碍。为此,要深刻认识和贯彻中央提出的“形成以国内大循环为主体、国内国际双循环相互促进的新发展格局”的重大战略,将构建“依靠内需市场支撑→构建国内循环经济机制→扩大中等收入群体→开发和强化内需市场”的良性循环机制,作为今后相当长一段时期内我国发展战略的核心目标和市场经济体制改革的重要突破口。

At present,China's economy is in a critical period of fully entering the stage of domestic demand driven development.The only way for China to overcome the"middle income trap"is to firmly rely on the endogenous economic growth mechanism formed by the continuous expansion of domestic demand market scale and the continuous upgrading of consumption.In the process of China's economy turning to domestic demand driven development mode,it is inevitable to face a series of institutional barriers.Therefore,it is necessary to deeply understand and implement the major development strategy proposed by the Central Committee of the People's Republic of China on the formation of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other.A virtuous cycle mechanism of"relying on domestic demand market support→building domestic circular economic mechanism→expanding middle-income groups→developing and strengthening domestic demand market"should be established,as the core goal of China's development strategy and an important breakthrough in the reform of the market economy system for a long time to come.
