Potential Risks and Preventions and Controls of the Construction of Sports Characteristic Towns in the Economically Undeveloped Areas

运用文献资料法、访谈法和逻辑推理法等研究方法,通过对我国经济欠发达地区建设体育特色小镇的优、劣势分析,结合体育特色小镇建设开发运营的过程检视.认为经济欠发达地区建设体育特色小镇可能存在的潜在风险为:管理制度不完善,导致政府过度负债,增添体育特色小镇治理风险;产业定位模糊,导致体育特色小镇同质化建设,加大小镇恶意竞争风险;资本逐利性监管缺位,导致体育特色小镇过度房产化开发,阻碍小镇聚集规模经济风险;传统专业人才供给模式滞后,体育专业人才稀缺,增加小镇高质量发展风险;环保意识不到位,导致生态环境破坏,加大体育特色小镇可持续发展风险.提出的防控措施为:深化管理体制改革,完善政府财务金融体系,营造良好的营商环境;因地制宜找准定位,凝炼体育产业特色,突出产业核心竞争力;充分发挥市场主体作用,多业态协同发展,打造产业链规模经济;创新体育专业人才供给模式,拓展多元人才储备渠道,强化专业团队建设;提高综合治理能力,加强生态环境保护,倡导绿色经济.为经济欠发达地区体育特色小镇高质量建设提供理论参考与现实帮助.

Using the methods of literature review,interview and logical reasoning,this research analyzed the advantages and disadvantages of building sports characteristic towns in the economically under developed ar⁃eas of China,and reviewed the construction,development and operation process of sports characteristic towns.It was considered that the potential risks of building sports characteristic towns in the economically underde⁃veloped areas were as follows:the imperfect management system led to the excessive debt of the government and increased governance risks of sports characteristic towns;the vague industry positioning led to the homo⁃geneous construction of sports characteristic towns and increased the risk of malicious competition;the lack of regulation of profit-driven capital led to the excessive real estate development of sports characteristic towns and hindered the risk of gathering economies of scale;traditional supply model of professional talent was inefficient,leading the scarcity of sports professional talents and increasing the risk of high-quality devel⁃opment in towns;the weak awareness of environmental protection led to the destruction of the ecological envi⁃ronment and increased the risk of the sustainable development of the sports characteristic towns.The preven⁃tion and control measures were as follows:deepening the reform of the management system,improving the government financial system,and creating a good business environment;finding accurate positioning fitting lo⁃cal conditions,condensing the characteristics of the sports industry,and highlighting the core competitiveness of the sports industry;full playing the role of the market as a major player,coordinating the development of multiple types of business,and building economies of scale in the industrial chain;innovating the supply mod⁃el of sports professionals,and expanding the pool of diverse talents and strengthening the construction of pro⁃fession teams;improving our capacity for comprehensive governance,strengthening ecological and environmen⁃tal protection,and promoting the green economy.It provided theoretical reference and practical help for the high-quality construction of sports characteristic towns in underdeveloped areas.
