新安江流域生态补偿制度的创新演进

Innovation and Evolution of Ecological Compensation System in Xin’an River Basin

十八大以来,以习近平同志为核心的党中央对我国生态补偿制度进行了顶层设计,逐步形成系统化框架。安徽、浙江两省认真践行"绿水青山就是金山银山"的理念,在新安江流域生态补偿制度上先行先试,构建了上游生态优先绿色发展、下游率先发展生态补偿、上下游共谋发展互利共赢的体制机制,积累了共建、共治、共享的制度经验。新安江生态补偿第三轮试点行将收官,法治化、系统化、一体化生态补偿制度正在持续深化。

Since the eighteen Congress,the Central Committee of the CPC,with Comrade Xi Jinping as its core,has carried out toplevel design for the ecological compensation system in China and gradually formed a systematic framework.The government departments of Anhui and Zhejiang provinces have conscientiously practiced the concept of "lucid waters and lush mountains are invaluable assets".They have tried the ecological compensation system of Xin’an River Basin first,and constructed the institutional mechanism of giving priority to green development of upstream ecology,taking the lead in developing ecological compensation in the downstream,and seeking mutual benefit and win-win development between upstream and downstream,accumulating institutional experience of co-construction,co-governance and sharing.The third round of Xin’an ecological compensation pilot project will come to an end,and the legalization,systematization and integration of ecological compensation system will continue to deepen.
