“无废城市”建设的产业链条管理路径探讨

废物是放错地方的资源。对各类废物的分类、无害化处理、综合利用是深化城市废物管理的重要举措,也是构建美丽城乡、实现人与自然和谐共生的必然路径。“无废城市”的构建,并非是没有任何废物,而是从构建废物利用产业链条体系中,来最大化地减少废物对城市、对居民健康的不利影响,提升城乡生态文明建设水平。考虑到废物管理的多样性、复杂性、系统性,充分借鉴国外废物管理的可行经验,并对我国建设“无废城市”目标提出应对建议。

waste is a misplaced resource.The classification,harmless treatment and comprehensive utilization of all kinds of waste are important measures to deepen the management of urban waste,and also the inevitable path to build beautiful urban and rural areas and realize the harmonious coexistence of human and nature.The construction of"waste free city"is not the absence of any waste,but from the construction of waste utilization industrial chain system,to minimize the adverse impact of waste on the city and residents'health,and to improve the level of urban and rural ecological civilization construction.In view of the diversity,complexity and systematicness of waste management,the feasible experience of foreign waste management is fully used for reference,and suggestions are put forward for the goal of building a"waste free city"in China.
