摘要
“新冠肺炎(COVID-19)”疫情过后,武汉市在复工复学与疫情防控双重要求下,城市公共交通运营面临新的挑战。为保障疫情后居民健康安全出行,以武汉市公共交通为研究对象,结合疫情、公交现状及出行特征分析疫情后公共交通运营问题,进而从需求与供给角度出发,制定武汉市疫情后公共交通组合运营策略。针对疫情防控要求提出准入策略、控制策略、分区运行策略;针对刚性通勤需求提出定制化策略、优先策略;针对对外交通枢纽爆发性客流问题提出灵活调度策略、大客流保障策略;针对公共交通客流回归问题提出乘车优惠策略。以上策略为武汉市公共交通管理部门逐步恢复公共交通提供参考依据,对降低疫情后居民出行风险及保障社会经济正常发展具有重要意义。
After the“Corona Virus Disease 2019(COVID-19)”epidemic,Wuhan faced new challenges under the dual requirements of resuming work and returning to school and epidemic prevention and control.To ensure the health and safety of residents’travel after the epidemic,this study analyzed Wuhan’s post-epidemic public transport operation issues based on the epidemic situation,bus status,and travel characteristics.From the perspective of demand and supply,a post-epidemic public transport portfolio operational strategy was formulated.Based on the results,the following strategies are suggested:(1)Adopting admission,control,and zoning operation strategies for epidemic prevention and control requirements.(2)Customized and priority strategies for rigid commuting needs.(3)Flexible scheduling and large passenger flow protection strategies to tackle explosive passenger flow problems in external transportation hubs.(4)In addition,the passenger flow regression problem proposes a preferential ride strategy.The Wuhan municipal public transport administration can use the above strategies as a references basis to gradually restore public transport,and are of great significance to reduce the risks of residents’travel after the epidemic and ensure the normal development of the social economy.
