摘要
对管制运行效率进行科学合理地评价,是提升管制运行效率的前提条件。本文针对管制运行效率评价问题,充分考虑投入、产出、资源利用以及资源配置等因素,建立管制运行效率评价指标体系;之后,基于指标变异系数对主客观赋权信息进行综合,提出基于变异系数的EWM-G1管制运行效率主客观综合赋权评价方法;最后,选择某区管中心六片管制扇区,作为六个管制单位,验证本文所提出的管制运行效率评价方法的可行性。
A scientific and reasonable evaluation of air traffic control operational efficiency is a prerequisite for improving it.Based on such an evaluation,this study fully considers the factors of input,output,resource utilization,and allocation,and establishes an evaluation index system.The subjective and objective information is combined and empowered based on variation coefficient,and the EWM-G1 subjective and objective comprehensive evaluation method for the aforementioned efficiency based on variation coefficient is proposed.Finally,six control sectors of an ACC are selected as control units to verify the feasibility of the proposed air traffic control operational efficiency evaluation method.
