SWOT analysis of development strategy for major public hospitals in the Government-University Cooperation mode

目的:明确政校合作模式下南方医科大学深圳医院发展战略,探索深圳市公立医院去行政化改革政策路径。方法:采用SWOT分析法定性分析南方医科大学深圳医院的优势、劣势、机会与威胁。结果:医院拥有高等医学院校的人才技术和深圳市改革创新的双重优势和机遇;同时,也需克服新建医院基础薄弱的劣势,应对医疗市场竞争和配套政策滞后等诸多挑战。结论:医院应借助院校品牌和深圳市人才政策优势,"引培结合"快速形成学科人才梯队,形成危急重症诊疗核心竞争力;政府应及时制定去行政化后的配套政策。

Objective:The purpose of this article is to help the large public hospitals in Shenzhen to formulate development strategies under the model of Government-University cooperation, and to explore the public policy path of public hospital De-administration Reform in Shenzhen. Methods:SWOT analysis method was adopted to qualitatively analyze the internal advantages, disadvantages, external opportunities and threats of large-scale public hospitals constructed by Government-University cooperation. Result:The results showed that the large public hospitals jointly built by the government and the university simultaneously have advantages of talents and medical technology of higher medical colleges, and opportunities of policy innovation of Shenzhen city. At the same time, it is necessary to overcome the weak foundation of new hospitals and deal with many challenges such as medical market competition and lagging supporting policies. Conclusion:It is suggested that these hospitals should Introduce and cultivate professional talents to build a medical technical team to improve the ability of diagnosis and treatment rapidly, which is Core competence. The local government should timely the supporting policies after de-administration reform.
