关于现阶段国有企业混合所有制改革的几点思考——基于中国联通混改的实践

经过改革开放40多年来的发展,混合所有制改革已经成为国有企业改革的重要突破口。随着国有企业混合所有制改革不断深化,国有企业在混改中又凸显出一些新的问题。中国联通通过选择恰当的混改路径、引入合适的战略投资者、构建多元均衡的股权结构、优化企业法人治理结构、完善市场化激励和约束机制、深化国有资产管理体制改革等几方面提升竞争能力,中国联通混改实践为国有企业混合所有制改革带来新的尝试和突破,也为其他国有企业混合所有制改革提供一定的参考。

After more than 40 years of reform and opening up,mixed ownership reform has become an important breakthrough in the reform of state-owned enterprises.As the mixed ownership reform of state-owned enterprises continues to deepen,state-owned enterprises have highlighted some new problems in the mixed reform.China Unicom enhances competitiveness by selecting the appropriate mixed reform path,introducing suitable strategic investors,constructing a diversified and balanced equity structure,optimizing the corporate governance structure,improving market-based incentive and restraint mechanisms,In the aspects of asset management system reform and other aspects,The practice of China Unicom's mixed reform brings new attempt and breakthrough to the mixed ownership reform of state-owned enterprises,and also provides a reference for the reform of mixed ownership of other state-owned enterprises.
