建设新疆高水平开放型经济新体制研究

On Constructing New High-Level Open Economic System in Xinjiang

党的十九届四中全会提出建设更高水平的开放型经济新体制,为丝绸之路经济带核心区的新疆指明了未来发展方向。文章深入研究了高水平开放的理论内涵和现实逻辑,全面分析了新疆建设高水平开放经济的重要性和必要性,指出在国内外经济形势深度调整的大环境下,新疆需要进一步完善面向东部、中亚、疆内和欧洲的四维开放新格局,抓好招商引资、产业平台、外资外贸、金融服务、营商环境和制度创新六件大事,以高水平开放深化“一带一路”国际合作、引领新疆经济的高质量发展。

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to build a new open economic system of a higher level, indicating the future development direction for Xinjiang, which is the core area of the Silk Road Economic Belt. This paper deeply studies the theoretical connotation and practical logic of high-level opening up, comprehensively analyzes the importance and necessity of building a high-level open economy in Xinjiang. This paper holds that under the circumstances of deep adjustment of economic situation at home and abroad, Xinjiang needs to further open to the four areas of the Eastern China, Central Asia, Xinjiang itself and Europe, and do a good job in the six major issues of investment promotion, industrial platform, foreign trade, financial services, business environment and institutional innovation. Strengthen international cooperation to boost the high-quality economic development of Xinjiang.
