新时期浙江乡村振兴规划编制思路探索——以浙江临安区高虹龙门农村综合改革规划为例

Exploration on the Formulation of Zhejiang Rural Revitalization Plan in the New Era——Taking Gaohonglongmen Rural Comprehensive Reform Plan in Lin'an District of Zhejiang Province as an Example

文章基于全面推进乡村振兴战略和国土空间规划体系建立的背景,梳理浙江省自2003年以来乡村建设的阶段历程、建设重点和规划应对措施,结合浙江未来乡村振兴发展趋势与导向,提出以格局优化、产业赋能、美丽宜居、要素激活为基础的乡村综合改革规划策略,并以浙江省临安区高虹龙门农村综合改革示范区规划为例,构建“11333”总体框架,以农村综合改革为主线,贯穿五大工程建设,振兴都市山乡,以期为其他地区高质量推进乡村振兴提供经验借鉴。

Based on the overall promotion of Rural Revitalization Strategy and the establishment of land spatial planning system,this paper reviews the stage process,construction focus and planning response measures of rural construction in Zhejiang Province since 2003.Combined with the development trend and direction of Zhejiang's future rural revitalization,this paper puts forward the planning strategy of rural comprehensive reform based on pattern optimization,industrial empowerment,beauty and livability,and element activation.Taking the planning of Gaohonglongmen rural comprehensive reform demonstration zone in Lin'an District of Zhejiang Province as an example,the overall framework of"11333"is constructed,and the five major projects are run through with the rural comprehensive reform as the main line to revitalize urban and rural areas.It is expected to provide experience and reference for other regions to promote rural revitalization with high quality.
