When the examiner chooses the timing of rejection in a reasonable and lawful manner,he needs to take into account both the hearing principle and the examination efficiency.This article analyzes the hearing principle in patent substantive examination,and discusses the timing of rejection with special cases that are under different circumstances,and proposes new ideas for grasping the timing of rejection and improving examination efficiency.
