澳门法制发展助力国家全面开放新格局的思考

Reflections on the Development of Macao’s Legal System to Promote the New Pattern of China’s All-round Opening Up

澳门特区的法制建设应融入助力国家全面开放新格局,切实发挥出葡语法律文化和国际交流平台的优势,不仅服务于澳门,更应以内地和整个葡语世界为服务对象,使澳门法制发展获得“新动能”。澳门特区应积极探索建立葡语国家法律和澳门法律查明中心,推动人民币国际化,开展和完善金融法制建设,促进澳门商法和金融法的全面现代化,织密澳门特区双边投资保护协定网。

The construction of the legal system in Macao Special Administrative Region(MSAR)should be integrated into the new pattern of China’s all-round opening up,and give full play to the advantages of Portuguese-speaking legal culture and international exchange platform,not only to serve Macao,but also to serve Chinese Mainland and the whole Portuguese-speaking countries,so as to gain“new momentum”for the development of Macao’s legal system.MSAR should actively explore the establishment of a legal investigation center for Portuguese-speaking countries and Macao laws,promote the internationalization of RMB,carry out and improve the construction of the financial legal system,promote the comprehensive modernization of Macao’s commercial law and financial law and tighten the framework of bilateral investment protection agreements for MSAR.
