发展型残疾人教育政策:理论构建与实践理路 被引量:2

摘要 发展型残疾人教育政策是指秉承发展型社会政策理念,以政府投资于家庭、学校、社区等多元主体为主要手段,以提高残疾人生存和发展能力为核心目标,具有投资取向和融合取向的长远性教育行动准则。发展型残疾人教育政策与传统残疾人教育政策相比能够更好地通过教育提升残疾人的生存和发展能力,让残疾人更好地适应社会的发展和变化,促进自身发展、经济发展和社会发展相统一。通过对现有残疾人教育政策的研究,结合发展型社会政策理念对发展型残疾人教育政策进行理论建构,并且对现有政策当中未体现发展型理念的方面提出修改建议,旨在促进残疾人教育质量的提升。 The development-oriented education policy for persons with disabilities is referred to a longterm educational code of conduct following the development-oriented social policy concept.This policy with the feather of investment and integration sets its goal to enhance the survivability and further development of persons with disabilities by means of the governmental investment to multiple subjects such as households,schools,com⁃munities and so on.Compared with the traditional policy,the development-oriented education policy for persons with disabilities takes full advantage of the education to boost survivability and further development of persons with disabilities,making them keep abreast to the development of changing society.In doing so,the development of persons with disabilities,economy and society will be integrated.This thesis constructs a theoretical framework of the development-oriented education policy for persons with disabilities through studies on the current educa⁃tion policy of persons with disabilities along with development-oriented social policy concept and advises on mending the current policy where there lacks the development concepts aiming to heighten the education quanti⁃ty of persons with disabilities.
