情指行一体化背景下新质处警能力生成模式探究

新质处警能力,是指与传统战斗力相比,公安机关是否具备基于信息系统的体系处警能力。其核心是运用信息技术将各种警务资源、处警力量、处警模式、处警要素等高度融合形成整体处警能力。当前,公安机关正在打造情指一体、情勤对接、情行融合的现代指挥体系,成为新质处警能力提升的可行性路径和方向性选择。情报、指挥、行动一体化建设不是"物理叠加"式的人员与部门的简单组合,而是"化学反应"式的机制融合与流程重塑。新质处警能力提升要从研判预警、扁平指挥、模块编成、精准处置、技术保障等方面进行优化和建设。公安实战部门要找准催生新质处警能力生成的各种因素,厘清新质处警能力生成的现实困境,从作战理念更新、新型处警力量建设、情报指挥体系构建、战法和训法创新等方面畅通新质处警能力生成渠道。

Compared to traditional combat capability,the new policing capability refers to the public security agencies can apply information systems in policing.Its core is the use of information technology to highly integrate policing resources,policing strengths,policing model,with policing elements to form overall combat capabilities.Currently,public security agencies are constructing a modern command system by integrating intelligence with command,duty and operations,which becomes an available path and directive alternative to improve the new policing capability.Integrated construction of intelligence,commanding and operation is not a“physical combination”between the staff and departments but a“chemical reactions”of mechanisms integration and process reforming.The elevation of new policing capability should be optimized and built in terms of pre-warning based on intelligence assessment,flat command,module composition,precise disposal and technical support.The field operation departments of public security must identify various factors generating new policing capability and ravel out current difficulties in forming the new policing capability,and unblock the channel of forming the new policing capability from such aspects as making combating theory renewed,constructing new policing capability,building intelligence commanding systems and innovating combat and training methods.
