Improvement in Evaluation System of Bidding Project from the Perspective of Government's Green Procurement

经济与环境的和谐发展,是当今时代发展的必然要求。GGP环境目标的指引功能对于促进经济与社会和谐发展、可持续发展具有重要作用。本文以此为背景,首先对招标项目评价体系中的绿色评价要素和绿色评价标准进行探讨,分析当前实务中制约完善招标评价体系的瓶颈问题。其次,通过对现有绿色采购评价政策的研判,进一步分析了形成此种瓶颈的原因。最后,根据西方发达国家绿色采购的制度设计和实践经验,分别从构建统一GGP信息管理平台,引入LCC分析工具,拓展对供应商营销、投资等行为绿色评价各方面,提出完善我国GGP招标项目评价体系的建议。

The harmonious development of econo my and environment is the inevitable requirement at current time.The guidance function of GGP environmental objectives plays an important role in promoting the harmonious and sustainable development of economy and society.Based on this background,this article first discusses and analyzes the green evaluation elements and green evaluation standards in the evaluation system of bidding projects,and then puts forward the bottleneck problem that restricts the improvement of the evaluation system of bidding in current practice.Secondly,by studying and examining current green procurement project evaluation policy,this article analyzes the causes of the bottleneck.Finally,according to the system design and practical experience of green procurement in western developed countries,suggestions are put forward to improve the evaluation system of GGP bidding projects in China from the aspects of building a unified GGP information management platform,introducing LCC analysis tools,expanding the green evaluation of supplier marketing,investment and other behaviors.
