International Experiences and Implications of Social Services Innovation Based on Social Impact Bonds

社会服务是为改善和发展社会成员生活福利而提供的服务,但面临着有效供给不足、供给模式滞后和服务质量低下等困境,亟需模式创新和治理响应。基于国际社会效益债券项目库数据分析,对国际新兴的社会效益债券模式的发展经验、应用特征和典型案例进行剖析,指出社会效益债券具有公益性、创新性、多元性和绩效导向等优点,在中国社会服务领域具有较强的契合度和可行性,迎合了社会治理现代化和以人为本新型城镇化的现实需求,但需要结合中国的具体国情和实际需求对社会效益债券进行本土化改良和修正。

Social governance based on the innovative supply model of social services plays a crucial role in the modernization of governance capacity and governance system.However,little research and practice has been conducted on exploring the approach and future agenda for innovative delivery of social services in China.Drawing upon international experiences on the emerging social impact bonds over a decade,this paper explores the feasibility and potential approach of social impact bonds in China.This paper shows that the social impact bonds have the advantages of public,innovation,diversity and performance orientation by analyzing the development history,application characteristics and typical cases of the social impact bonds in developed countries.Social impact bonds have a strong feasibility in China’s social services,and catering to the needs of social governance modernization and people-oriented urbanization.However,it is necessary to recalibrate and localized modify social impact bonds according to specific national conditions of China.
