摘要
留守型农村基层党组织带头人队伍建设,要解决农村基层党组织带头人的来源、报酬、培养和监督四个问题。农村基层党组织带头人的来源以本土人才为主,要加大选派干部力度。农村党组织带头人的报酬是其总收入的一部分,需提升党组织带头人的致富能力,增加其副业收入。农村党组织带头人的培养应坚持政治能力和业务能力双轮驱动,提升党组织带头人的整体素养。对农村基层党组织带头人的监督应以巡察为重点,严格落实基层党建责任制,探索实行异地监督,减少监督的“人情阻碍”,保障党组织带头人的纯洁性。
To construct grass-roots party leader team in staying-behind rural area,we should solve four problems,such as source,remuneration,training and supervision.The mainly source of the rural grass-roots party leaders is local talents.We should increase the strength of talent selection.As the remuneration is just a part of their total income,We should enhance the ability of party leaders to make the rich and increase their sideline income.The training for rural grass-roots party leaders should focus on both ideological-political quality and professional abilities.Finally,the supervision on rural grassroots party leaders should mainly be conducted by inspection tours from the upper level in strict accordance with the responsibility system for grass-roots party construction,explore the method of mutual supervision among administrative districts,minimize the adverse effects from local interpersonal relationships,and product the purity of the grass-roots party leaders.
