全国省级主政官员个体特征的治理效能表现研究——基于高阶理论的面板数据分析

Research on the Governance Performance of Individual Characteristics of National Provincial Governors——Based on Panel Data Analysis of Upper Echelons Theory

基于1992年~2019年全国省委书记和省长个体特征信息和治理效能表现(辖区经济增长)的资料,构造逐年观察值的面板资料,考察其个体特征与经济增长的关联关系。在控制了区域效应和时间效应后,省委书记和省长的个体特征(年龄、教育水平、任期)与区域经济增长具有显著的相关性。官员年龄和任期均与区域经济增长呈倒U形关系,且教育水平越高的官员对经济增长的积极影响在近年逐渐显露出来。拥有继续教育培训经历的省委书记、省长所在的省有更好的经济增长表现,省级主政官员继续教育并非是形式化学习。省委书记和省长的最佳任期是4.48年。这些研究发现为我国遴选和晋升省级主政官员提供参考。

Based on the individual characteristics information and governance performance(economic growth of districts)of secretaries and governors of Provincial party committees of China from 1992 to 2019,we construct the panel data of annual observed values,and investigate the correlation between their individual characteristics and economic growth.The individual characteristics of party secretaries and governors(age,education level,tenure)are significantly correlated with regional economic growth after controlling the regional effect and the time effect.The age and tenure of officials are in an inverted U-shaped relationship with regional economic growth,and the positive influence of officials with higher education level on economic growth has gradually emerged in recent years.Governors and secretaries of provincial party committees with training experience in continuing education have better economic growth performance.The continuing education of secretaries of provincial party committees and governors is not formal learning.The best tenure of provincial party secretaries and governors is 4.48 years.These findings provide empirical reference for the selection and promotion of provincial governors in China.
