公共服务购买内部化现象及治理研究——历史制度主义视角

Research on the Internalization of Public Service Purchase and Governance:From the Perspective of Historical Institutionalism

我国公共服务购买的制度探索是对西方国家新公共管理运动的制度回应。在服务购买的制度实践中,政社非对称依赖关系所带来的内部化购买行为形成了既定的制度性事实,并由此产生了公共服务悬浮化和社会组织行政化的负面效应。历史制度主义注重路径依赖和自我强化效应,从历史制度主义视角看,“内部化购买”现象的产生主要源于我国长期存在的“国家建构社会”的价值观、官僚制的组织嵌入和政治精英的政策选择。内嵌于“强国家,弱社会”的制度黏性,使政社关系的制度变迁呈现明显的路径依赖。囿于制度选择的路径依赖,历史制度主义提出渐进主义的改革模式,政府要在创新的允诺中进行调试,社会组织要作出适应性反应,寻求政社最佳合作模式。

The institutional exploration of public service purchase in China is the institutional response to the new public management movement in western countries.The internal purchase behavior brought about by the asymmetric dependence of the political association has formed the institutional fact,and it has produced the negative effect of suspension of public services and administration of social organization.Historical institutionalism pays attention to path dependence and self-strengthening effect.From the perspective of historical institutionalism,the phenomenon of“internalized purchase”is mainly due to the long-standing value of“state constructing society”in China,organizational embeddedness of bureaucracy and policy choice of political elite.The institutional stickiness embedded in“strong country,weak society”,makes the institutional change of the relationship between politics and society show obvious path dependence.Constrained by the path dependence of system choice,historical institutionalism puts forward the reform mode of gradualism.The government should adjust in the promise of innovation,and social organizations should make adaptive response,so as to seek the best cooperation mode of political and social organizations.
