金融扶贫与文化扶贫的承接性机理分析

The Analysis of Undertaking Mechanism of Financial Poverty Relief and Cultural Poverty Relief

2020年底中国将实现现行标准下所有贫困人员脱贫,但是,如何才能使脱贫群体真正脱贫并越来越富裕,这是一个现实的课题。分析贫困群体在长期脱贫过程中,金融扶贫与文化扶贫所起作用及逻辑关系,利用“贫困陷阱”理论并结合“不耐性”所表现出的终值与现值比对,从微观角度对金融扶贫与文化扶贫在整个脱贫过程中的承接性机理展开分析,得出金融扶贫是脱贫的外力和基础,主要在“贫困临界点”以下起作用,文化扶贫是金融扶贫的延续和发展,主要在“贫困临界点”以上起作用。具体表现为,对于处于贫困的群体来讲,应以金融扶贫给予式为主,注重外力“输血”,在短期内增加其当期收入;对于已经脱贫群体来讲,应以文化扶贫方式为主,注重内生动力“造血”,用文化理念等作用来长时间地改变其“贫困文化”状态,从而实现长期脱贫。

By the end of 2020 China will accomplish the country's goal to pull all people out of poverty under the current executive standard.However,how to help these people really out of poverty and get richer has become a practical subject.The article has analyzed the role of financial poverty relief and cultural poverty relief and their logic relationship in the long process of poverty relief.With the help of the theory of“poverty trap”and the comparison of ultimate value and current value of“the intolerance”,the article has analyzed the undertaking mechanism of financial and cultural poverty relief from a micro perspective.The findings are:financial poverty relief is the extrinsic power and the foundation,and works below“the critical point of poverty”;and the cultural poverty relief is the extension and development of financial poverty relief,and works above“the critical point of poverty”.In terms of poverty-stricken groups,we should mainly rely on the offering mode of financial poverty relief,attach importance to“the transfusion”of the extrinsic power,and increase their current income in short term;in terms of the groups already out of poverty,we should mainly focus on cultural poverty relief,attach importance to“the hematopoiesis”of the intrinsic power,change the state of“poverty culture”with the help of cultural ideas so as to realize the long-term poverty relief.
